Linxiang, Hunan — China's Fishing Float Capital: 80% of the Nation's Floats Come From One County
China’s Fishing Float Capital: The Linxiang Cluster
In the world of Chinese fishing tackle, there is a well-known saying: “Linxiang floats, Weihai rods” (临湘的标、威海的竿). While Weihai dominates global rod manufacturing, Linxiang County, located in northeastern Hunan Province, holds an equally commanding position in fishing floats (also known as bobbers or strike indicators).
In 2024, Linxiang’s fishing float industry reached a total output value of RMB 8.5 billion (approximately $1.2 billion USD), with over 80% domestic market share. Products are exported to more than 30 countries and regions worldwide.

History & Evolution
From Workshop to Industrial Cluster
Linxiang’s float industry began in the early 1990s as a cottage industry. Artisans would cut reeds by hand, shape them with knives, and sand them with paper — a low-skill, low-efficiency process that produced inconsistent quality.
The turning point came when local manufacturers recognized that automation and standardization were the only paths to competitiveness. Today, Linxiang’s float factories are equipped with:
- CNC lathes for precision float body shaping
- Robotic arms for sanding, painting, and finishing
- 3D printing for rapid prototyping and new product development
- Automated assembly lines for high-volume production
As one factory manager noted: “What used to require 30 workers can now be done by two.”
The Standardization Drive
Linxiang faced a familiar challenge: fragmentation, counterfeiting, and price wars among hundreds of small workshops. The solution was a three-pronged approach:
- National standards participation — Of the 10 enterprises selected to draft China’s national float standard, 7 were from Linxiang
- Local and industry standards — Stricter provincial and industry-specific standards
- Quality testing center — A dedicated inspection facility to maintain product quality
In April 2025, “Linxiang Float” (临湘浮标) was included in the Ministry of Industry and Information Technology’s first batch of China Consumer Famous Brands — a rare honor for a county-level industrial cluster.
Key Enterprises
Chihai Float (湖南省池海浮标钓具有限公司)
One of Linxiang’s largest float manufacturers, Chi Hai has invested heavily in smart manufacturing with temperature-controlled workshops and CNC precision production lines. Vice General Manager Li Liming has been a vocal advocate for automation-driven efficiency.

| Balsa wood floats | Lightweight, sensitive |
| Composite foam floats | Durable, high-visibility |
| Smart floats | Electronic, self-illuminating |
| Micro floats | Ultra-sensitive for shrimp and panfish |

Challenges & Outlook
Despite its dominance, Linxiang faces headwinds:
- Margin compression — Price competition squeezes profits, particularly in mid-low-end segments
- Industry consolidation — Smaller makers face pressure from larger, automated competitors
- Market volatility — China’s 140M-strong angler base means massive domestic demand, but economic cycles affect discretionary spending
The cluster’s strategy for the future is moving up the value chain:
- Premium positioning: Shifting from low-cost bulk floats to high-margin competition and specialty products
- Product diversification: Expanding into terminal tackle, hooks, and accessories
- E-commerce leadership: Doubling down on livestream and cross-border e-commerce
- Brand building: Leveraging the “Linxiang Float” national designation as a collective brand
